Baker City's first city hall. The two-story wooden frame building was razed in 1903 to make room for the present (stone-clad over brick) city hall. Two women stand outside with horse and carriage waiting. Behind the building is the top of the fire bell tower. The bell and wheel for ringing are visible. City council chambers were irreverently referred to as "the hay loft" due to the rather crude nature of the building.
