Description	Fire Dept. Fire chiefs convention? Baker City Fire Chief Hubert Damon may be in the back row, second man to the right of the man with the non-flattop hat. Since the men are wearing sidearms and they appear to be at a military installation (see front of Jeep at right), they may not be fire chiefs. However, the uniforms don't appear to be military.
