Patron Code of Conduct Updated

Baker City, OR — The Baker County Library District Board of Directors has approved an updated Patron Code of Conduct, which will take effect April 1, 2026. The revised policy updates the District’s previous conduct policy, last revised in 2016, to reflect current operational realities, legal considerations, and common patron conduct issues.

“The library is a community space open to everyone,” said Perry Stokes, Library Director of the Baker County Library District. “This update helps ensure that all patrons can enjoy the library while staff have clear guidelines to address disruptions and safety concerns when they occur.”

The updated policy maintains the library’s goal of providing safe, welcoming, and accessible spaces for everyone, while clarifying expectations for patrons and giving staff clearer guidance for addressing disruptive or unsafe behavior.

The revised Patron Code of Conduct is presented in a concise one-page format designed to be easy for patrons to read and understand.

Key Updates

Shared public space expectations
The policy emphasizes respectful shared use of library spaces. Patrons are encouraged to keep noise levels low, mute devices or use headphones for audio, supervise children and authorized animals as required by District policy, keep personal belongings within their immediate area, and follow staff directions and posted rules.

Protecting access to library services
The updated policy clarifies that behavior interfering with library operations or preventing others from accessing materials or services is not permitted. This includes actions such as shutting off another patron’s computer without consent or blocking entrances, aisles, service desks, or accessible routes.

Guidance on recording and technology use
The revised policy addresses recording, filming, and photography in the library. While recording in public spaces may be lawful, activities that disrupt library operations or unreasonably interfere with others’ use of the library are prohibited.

Safety and sanitation standards
The updated policy provides clearer examples of hazardous or unsanitary conditions that may require staff intervention. Examples include running, climbing, throwing objects, placing feet or shoes on furniture (except designated footstools), using wheeled recreational devices indoors, creating strong odors that interfere with library use, or establishing unauthorized shelters on library property.

Smoking and substance use rules
The policy reinforces that smoking or vaping is prohibited anywhere on District property, both indoors and outdoors. It also prohibits using library electrical outlets to charge vaping devices.

Restroom use expectations
The policy clarifies that single-occupant restrooms are intended for one user at a time to ensure privacy and equitable access, and to help prevent misuse of the facilities. Additional persons may enter only when necessary to assist a child or adult who requires caregiver support, including patrons with disabilities.

Additional safety provisions
The updated policy also addresses possession of firearms or dangerous weapons in public buildings as regulated under Oregon law (ORS 166.370), prohibits providing false information to library staff, and clarifies staff procedures when a patron appears impaired or unresponsive.

Implementation

The updated Patron Code of Conduct will take effect April 1, 2026, and will be posted in all Baker County Library District facilities and on the District’s website.
